In order to enable accurate measurement of blood pressure, this blood pressure measurement device is provided with an acquisition unit for acquiring the water head pressure in a water head pressure tube connected to a water head pressure sac using a water head pressure sensor, a cuff in contact with the water head pressure sac, a pump for injecting a fluid to the cuff, a discharge valve for discharging the fluid from the cuff, a pressure sensor for measuring the cuff pressure in the cuff, and a measurement unit for measuring the blood pressure of a user on the basis of the water head pressure and the cuff pressure, either one of the water head pressure sac or the water head pressure sensor being disposed in a specific position on the user's body.
