Provided are an on-board communication device, a computer program, and a message determination method for determining the legitimacy of a message non-periodically transmitted in an in-vehicle network. When a periodic message is received, the on-board communication device determines the legitimacy of the periodic message on the basis of the reception period thereof. When a non-periodic message is received, the on-board communication device determines the legitimacy of the received non-periodic message on the basis of the content of a periodic message which has been determined as being legitimate. The on-board communication device stores in a storage unit the correspondences for the periodic messages to be used for the legitimacy determination of non-periodic messages. The on-board communication device determines the legitimacy of the received non-periodic message on the basis of whether or not a predetermined condition is satisfied by the content of a periodic message which, among periodic messages which have been determined as corresponding to the received non-periodic message on the basis of the stored correspondences, was received immediately before the non-periodic message and has been determined to be legitimate.
