A boom in-place detection device (120) and a vehicle. The boom in-place detection device (120) comprises: a main support (10); a boom (100) having a falling state, the main support (10) supporting the boom (100) in the falling state; a position detection assembly (40) comprising a sensing assembly (42) and a sensing block (44), the sensing assembly (42) being mounted on the main support (10), the sensing block (44) being mounted on the boom (100), the sensing block (44) and the sensing assembly (42) being correspondingly arranged, and a gap existing between the sensing block (44) and the sensing assembly (42) when the boom (100) is in the falling state; and a controller electrically connected to the sensing assembly (42), the controller determining, according to a signal of the sensing assembly (42), whether the boom (100) is in the falling state. Operation support legs of the vehicle perform action only when the position detection assembly (40) determines that the boom (100) is placed at a preset placement position, i.e., when the sensing block (44) is located in a monitoring range of the sensing assembly (42), and the boom (100) is placed at a support position of the main support (10), such that the problem of vehicle overturning caused by the operation support legs because the boom (100) is not placed in place is avoided.
