Abstract:
Conventionally, it was unclear who has a next speech right in a conversation session. In a broadcast communication system, if a PoC server (25) receives a signal that has been transmitted from a given user terminal with a half-duplex communication switch turned on, and if there exists another user terminal currently having the broadcast communication and there exist no user terminals registered in a scheduled person list, then the user of that given user terminal is registered with the scheduled person list as a next speaker. In this way, it becomes clear who the next speaker is.
