[Problem] To provide: a buffering material for surface protection, which is used for the purpose of preventing scratches on the surface of a glass plate or a metal plate, and which is suppressed in adhesion of a paper powder to the surface of the glass plate or the metal plate, while being free from migration of various chemical substances; and the like. [Solution] A buffering material for surface protection, which is brought into contact with a glass or metal surface, and which is obtained by laminating a polyolefin resin film on both surfaces of a paper sheet that serves as a supporting body. Since a polyolefin resin film is laminated on both surfaces of a paper sheet that serves as a supporting body, this buffering material for surface protection has a flexibility that is enough to sufficiently prevent scratches on the surface of a glass plate or the like. In addition, since the surfaces of this buffering material for surface protection are configured of polyolefin resin films that are polymer films, adhesion of a paper powder is prevented and contamination of the surface of the glass plate or the like by a chemical substance that constitutes the surfaces of the buffering material is also able to be prevented.
