The present invention can resolve a cache server that is in the vicinity of an end user in order to guide the end user to a neighboring cache server. One or more routers (1051 to 1059) upon a path to a terminal IP for information processing terminals (1061 to 1063) for the end user are acquired, and a cache server (1021, 1031, or 1041) that is near to the router that is nearest to a terminal IP for the routers is determined by searching from a list retained as a database. If a cache server near the nearest router cannot be found, the searched router is recursively modified so as to search the next nearest router, the subsequently next nearest router, and so forth, and if there is no match, a data center (1011) handles the resolution.
