A call control system according to the present invention comprises a call control device 30, an ENUM server 10 and a voice recording server 20. The call control device 30 has: a setting unit 32 that sets the telephone number of a calling source into an ENUM query for transmission to the ENUM server 10; and a call control unit 31 that transmits a calling signal on the basis of connection destination information. The ENUM server 10 has: a voice recording flag 11 that indicates whether or not the telephone number is to be voice-recorded; a determination unit 12 that determines whether or not the telephone number of the destination or of the calling source shown in the ENUM query is to be voice-recorded; and a query reception unit 13 that, in a case of the telephone number shown in the ENUM query being to be voice-recorded, returns the connection destination information to which a subdomain has been given for passage through the voice recording server 20. The voice recording server 20 has: a rewriting unit 21 that, upon receipt of the calling signal, rewrites and forwards the calling signal such that the path of media transmitted and received between terminals passes through the voice recording server 20; and a voice recording unit 22 that voice-records the media.
