Provided are a call transfer method and device, the method comprising: a voice gateway receives a first call-in instruction of a calling terminal, the first call-in instruction being used to instruct the calling terminal to conduct a voice call with a first called terminal; when the first called terminal is set in a call transfer state, the voice gateway forwards to a second called terminal a second call-in instruction in response to the first call-in instruction; the voice gateway determines whether the second called terminal is a usable terminal; and the voice gateway executes a voice call operation of the calling terminal and the usable terminal according to a determination result, the first call-in instruction and the second call-in instruction. The present invention addresses the problem in the related art that the function of terminal call transfer can only be achieved via a soft switch server or an IP multimedia subsystem(IMS), thus realizing more convenient and flexible terminal transfer, without relying on the soft switch server or the IMS.
