A capability managing and energy saving assisted driving method for a railway vehicle, which comprises: initializing a basic parameter (S101); segmenting a route to be traveled by a railway vehicle into a plurality of intervals (S102); initializing a decision variable for each interval (S103); and utilizing the basic parameter and the decision variable for each interval and solving for an automated driving curve for the railway vehicle on the basis of a multi-objective particle swarm algorithm (S104). Automatic generation of an automated driving curve for a railway vehicle is implemented, the level of automation and intelligence in controlling movement of a railway vehicle is improved, and the intensity of labor by a railway vehicle driver labor is reduced. Also, in the multi-objective particle swarm algorithm, solving can be performed with a plurality of objectives such as minimum traction energy consumption and railway vehicle travel time serving as objectives to be solved for, and a goal of improving a vehicle economy metric can be achieved. Further disclosed are a capability managing and energy saving assisted driving system for a railway vehicle, and a storage medium.
