The present invention uses: a CO2 cycle power generation facility comprising a power generation turbine that uses a CO2 fluid as a driving fluid, a first CO2 compression device that boosts the CO2 fluid after said fluid has been used to drive the power generation turbine, and a combustor that combusts, as a fuel, a light hydrocarbon gas comprising methane as a main ingredient using oxygen supplied from an air separation device in a state in which the boosted and heated CO2 fluid is mixed, a combustion gas obtained by the combustor being supplied to the power generation turbine as the driving fluid; and a CO2 recovery facility that recovers CO2 from an exhaust gas discharged by combustion of a fuel in an external combustion facility. Some of the CO2 fluid discharged from the CO2 cycle power generation facility and the CO2 recovered by the CO2 recovery facility are supplied to a CO2 receiving facility, and energy obtained by the CO2 cycle power generation facility is supplied to the CO2 recovery facility.
