A carbonaceous catalyst for flue gas desulfurization that when brought into contact with an exhaust gas containing at least sulfur dioxide, oxygen and steam, causes the sulfur dioxide to react with the oxygen and steam into sulfuric acid, the sulfuric acid recovered. The carbonaceous catalyst on its surface is provided with iodine, bromine or a compound thereof by impregnation, ion exchange or bearing and is treated for water repellency. The carbonaceous catalyst can also be used as a mercury adsorbent for flue gas treatment capable of adsorption removal of metallic mercury from an exhaust gas containing metallic mercury, sulfur dioxide, oxygen and moisture.
