Provided is a cargo loading base that can prevent mispositioning of loaded cargo, can stably stack a plurality of levels of cargo with a base therebetween, and moreover is such that a plurality of un-used bases can be stably stacked up. A pallet (10) that is one example of the cargo loading base is a molded body that is hollow-molded from a synthetic resin, and has: a top wall (top plate) (20); a bottom wall (bottom plate) (30) provided below the top wall (top plate) with a hollow section (17) therebetween; and a peripheral wall (side wall) (40) that connects the top wall (top plate) (20) and the bottom wall (bottom plate) (30). The top wall (top plate) (20) has a top concavity (21) that is recessed towards the bottom wall (bottom plate) (30) matching the outer shape of the bottom end (12b) of a cargo assembly (12) and that can be fitted to the bottom end (12b) of the cargo assembly (12). The bottom wall (bottom plate) (30) has a bottom concavity (31) that is recessed towards the top wall (top plate) (20) matching the outer shape of the top end (12c) of the cargo assembly (12) and that can be fitted to the top end (12c) of the cargo assembly (12).
