A catalyst layer for fuel cells is provided in which useless fine catalyst particles supported within pores and not contributing to a power generation reaction are eliminated to heighten the effective utilization of fine catalyst particles. Fine catalyst particles are deposited on a support having such pore diameters that when the support is mixed with a solution of a polymer electrolyte, the polymer electrolyte solution penetrates into substantially all the pores.  Examples of the support include supports having no pores with an opening diameter smaller than 4 nm.  When carbon black is used as the support, it is preferable that the ratio of a polymer electrolyte (B) to the support (A), (B)/(A), be 0.5 or lower by weight.
