A catalyst comprising a transition metal oxide (A) and a metal compound (B) that is different from the transition metal oxide (A), wherein the metal compound (B) is at least one selected from the group consisting of a metal compound (B1) which is capable of adsorbing carbon dioxide, and a platinum compound (B2) which contains a platinum group element.
