A center device (2) equipped with: an action data acquisition unit (16c) for acquiring action data indicating an action of a user; an action data storage unit (20) for storing action data; a vehicle state data acquisition unit (16f) for acquiring vehicle state data indicating a vehicle state; a vehicle state data storage unit (21) for storing vehicle state data; a distribution plan creation unit (16g) for using the action data and the vehicle state data to create a reprogramming data distribution plan for a plurality of vehicular devices; and a distribution control unit (16h) for distributing reprogramming data to the vehicular devices in accordance with the distribution plan created by the distribution plan creation unit.
