Abstract:
A charger 1 is provided with: a power supply device 10 which charges a secondary battery 3; a power supply path which includes a first switch SW1 and a second switch SW2 and which acts to supply electric power from the power supply device 10 to the secondary battery 3; a discharge circuit C1 which includes a first resistance R1 and a third switch SW3 and which has one end connected to a connection point P between the first switch SW1 and the second switch SW2 and the other end connected to a grounding line; a short-circuit preventing circuit C2 which includes a second resistance R2 and a fourth switch SW4 and which is connected in parallel with the first switch SW1; and a control device 20 which performs ON/OFF control for each switch and obtains a voltage value VP, wherein the control device 20 detects for a failure of each switch on the condition that the voltage value VP is different between normal time and time of failure, with respect to a combination of ON/OFF controls for the switches.
