This charging device is provided with a rectifier circuit (2) that performs rectification on an AC from an AC power supply (1) and outputs a pulsating current, a power factor improving means (15) for improving the power factor of the pulsating current output by the rectifier circuit (2), and an output circuit (6). The output circuit (6) includes an output terminal (5) connected to the charging terminal of a device (3) to be charged, and outputs a power factor improved pulsating current output by the power factor improving means (15) without performing voltage smoothing. The charging device is further provided with a charging level detecting means (7) for monitoring the terminal voltage of a battery (4) of the device (3) to be charged, and detecting a charging level on the basis of the fluctuation range of a ripple voltage in the terminal voltage caused by the pulsating current.
