Abstract:
Provided are: a charging member capable of maintaining a stable charging characteristic over a long period of time even if only a direct current voltage is applied, and capable of achieving high quality in an output image; and an electrophotographic image forming device employing same. The charging member comprises: a conductive support; a conductive elastic layer stacked on the conductive support; and a conductive resin layer stacked as the outermost layer on the conductive elastic layer, wherein the conductive resin layer contains a binder resin and at least one kind of particles selected from the group consisting of resin particles and inorganic particles, and the condition of εr2<εr1 is satisfied when the dielectric constant of the binder resin is εr1 and the dielectric constant of the particles is εr2.
