A check-in determination device 1 includes: a determination history information storage unit 13 that stores determination history information which is for terminals 2 and in which location identification information, with which it is possible to identify the location of a terminal 2 when a check-in of the terminal 2 to a geofence has been determined, is associated with geofence identification information with which it is possible to identify said geofence; a related geofence information storage unit 12 that stores, for each geofence, related geofence information in which other geofences are associated with said geofence in accordance with the distance therefrom; a location identification information acquisition unit 14 that acquires the location identification information of the terminal 2; and a check-in determination unit 15 that determines a check-in of the terminal 2 to a target geofence, which is a geofence determined on the basis of the acquired location identification information of the terminal 2, the stored determination history information, and the stored related geofence information.
