A child safety seat, and head and neck protection system. The head and neck protection system comprises: a retraction-stopper buffer device (1) and a head and neck protection member (4). The head and neck protection member (4) is connected to the retraction-stopper buffer device (1) via a connection device, and the connection device stretches over top of a seat main body to be connected to the head and neck protection member (4), or is connected to the head and neck protection member (4) at two sides of the seat main body. When a car crashes or suddenly decelerates, inertia causes a body of a child to lean forward, and then the head and neck protection member (4) and the connection device are driven to move, thus reducing impacts of car accidents on a child. Afterwards, the retraction-stopper buffer device (1) can act to prevent potential damage to the child when the connection device rapidly retracts. In this way, the head and neck protection system of the present invention enables comprehensive and delicate protection of the neck and head of a child during car traveling, prevents head or neck damage to the child, and ensures safety of the child.
