A coating agent for forming a metal oxide film, which contains a solvent and a metal, and wherein the solvent contains a compound (A) represented by formula (1). (In formula (1), each of R1 and R2 independently represents an alkyl group having 1-3 carbon atoms; and R3 represents a group represented by formula (1-1) or formula (1-2). In formula (1-1), R4 represents a hydrogen atom or a hydroxyl group; and each of R5 and R6 independently represents an alkyl group having 1-3 carbon atoms. In formula (1-2), each of R7 and R8 independently represents a hydrogen atom or an alkyl group having 1-3 carbon atoms.)
