[Problem] The present invention addresses the problem of providing: a coating liquid for forming a visible light scattering coating film, which is suitable for industrial production of a visible light scattering coating film; and a visible light scattering coating film which is based on this coating liquid. [Solution] A coating liquid for forming a visible light scattering coating film, which contains: visible light scattering particles; a precursor compound of a visible light-transmitting film-forming oxide network polymer medium which serves as a dispersion medium for the visible light scattering particles; and a solvent. This coating liquid for forming a visible light scattering coating film is configured such that: a hydrophilic polymer having a weight average molecular weight of more than 500,000 but 3,000,000 or less is additionally contained therein; and the ratio of the hydrophilic polymer (B) to the mass (A) of the visible light scattering particles, namely the mass ratio B/A is 0.02-25.
