Disclosed are: a coating liquid which can be applied at room temperature and is capable of improving antifouling function and light transmittance at the same time; and a substrate. Specifically disclosed is a coating liquid wherein an antistatic material, a low refractive index material, a hydrophilic material and a solvent are mixed together. A dispersion liquid of tin oxide (SnO2) is used as the antistatic material. A dispersion liquid of silica (SiO2) is used as the low refractive index material. A dispersion liquid of silica is used as the hydrophilic material. An alcohol is used as the solvent. The tin oxide preferably has an average particle diameter of 2 nm or less. The silica that serves as the low refractive index material preferably has an average particle diameter of 10 nm or less. The silica that serves as the hydrophilic material is an amorphous silica and preferably has an average particle diameter of 2 nm or less.
