Abstract:

Provided is a code conversion method for converting an input bit stream into an output bit stream having a different bit rate. The method includes: a step (A) which judges which GOP in the input bit stream contains a scene change by using a scene change detection and judges which picture in the GOP having the scene change is an important picture; a step (B) which decodes the input bit stream and acquires a corresponding old change coefficient and a step (C) which re-calculates the old conversion coefficient according to the important picture judged by the step (A) so as to acquire a new conversion coefficient and encodes the new conversion coefficient to generate an output bit stream.
