A generation unit (42) included in a coding unit (40) of a coding/decoding device (10) codes a numeric value to be coded into a numeric code expressed in octal notation, and generates code data obtained by adding thereto an instantaneous code indicating the number of digits of the numerical value to be coded, when expressed in octal notation.
