The present invention relates to a cold air blowing device having an air purification function, which is configured to filter out hazardous components from polluted indoor air such that clean cooling oxygen can be supplied, the cold air blowing device comprising: a body portion (110) on which an attachable/detachable cover (111) having an ventilation hole (112) is formed; a discharge portion (120) formed on the upper end of the body portion (110) to be able to move freely; an oxygen-filled container (130) mounted inside the body portion (110); a first blower (140) installed on the upper end of the oxygen-filled container (120) inside the body portion (110) with a first support rack (113) interposed therebetween; an air-purifying filter member (150) installed on the upper end of the first blower (140) so as to cover the entire surface corresponding to the inner diameter of the body portion (110); a discharge tube (160) mounted inside the discharge portion (120) and connected through a transfer tube (118); and a second blower (170) installed on the upper end of the discharge tube (160) with a second support rack (122) interposed therebetween, wherein the oxygen-filled container (120) has a connection tube (134) connected to a transfer tube (116) through a connector (115), and the transfer tube (116) is configured to be connected to the transfer tube (118) via a flow rate adjustment portion (117).
