A common mode noise filter is provided with a first insulating layer made of a magnetic material; a first conductor provided on the first insulating layer; a second insulating layer, which is provided on the first conductor and is made of a nonmagnetic material; a whorl-shaped second conductor, which is provided on the second insulating layer and is connected to the first conductor; a third insulating layer, which is provided on the second conductor and is made of a nonmagnetic material; a whole-shaped third conductor provided on the third insulating layer; a fourth insulating layer, which is provided on the third conductor and is made of a nonmagnetic material; a fourth conductor connected to a second edge of the third conductor; and a fifth insulating layer, which is provided on the fourth conductor and is made of a magnetic material. The second conductor and the first conductor constitute a first coil. The fourth conductor and the third conductor constitute a second coil. The third insulating layer is thicker than the second insulating layer and the fourth insulating layer. In this common mode noise filter, the impedance to the common mode components of the first coil and the second coil can be increased.
