Provided are a communication apparatus, a communication method and a communication program whereby the available bands of communication paths can be measured while the communication quality is being well maintained. A communication apparatus successively transmits measurement packet groups, while gradually changing the transmission intervals to change bands to be measured. The communication apparatus determines the data sizes of the measurement packet groups on the basis of a first relationship table stored in an HDD. The narrower the bands to be measured are, the smaller the data sizes of the measurement packet groups are adjusted to be. The determined data sizes and transmission intervals are stored in a first band table (121) for the respective bands to be measured. The communication apparatus transmits the measurement packet groups on the basis of the information stored in the first band table (121). Even in a case where the bands to be measured are shifted to the narrower band side, since the variations in the transmission intervals of the measurement packet groups are small, the communication delay between communication apparatuses is small.
