Abstract:
A call connection count management unit (16) acquires a call connection count which represents the number of calls being processed by call control servers that perform call processing. On the basis of call connection number of each of the call control servers, a server halt control unit (15) selects a first call control server, transfers the call process currently assigned to the first call control server, and once the call process assigned to the first call control server is gone, halts the first call control server. In the event that a call control server that had received a process request related to a call process and was carrying out a call process in response to the call request has been halted by the server halt control unit (15), a distribution control unit (12) distributes the process request to the other call control server that was the destination to which the server halt control unit (15) transferred the call process in response to the process request.
