Abstract:

In the present invention, before a home base station (HeNB) that supports the 3GPP specification of LIPA begins a procedure to hand over a LIPA-connected user terminal (UE) from said home base station to a target base station, said home base station ascertains whether or not said target base station supports LIPA (step S102), and if so, the home base station sends the target base station a handover request without releasing the LIPA connection (step S103).
