A communication control method for performing offloading from a cellular RAN to a wireless LAN, the method including a step in which a user terminal performs a network selection operation for selecting, from the cellular RAN and the wireless LAN, an appropriate access network for exchanging traffic with the user terminal, on the basis of a determination parameter. The determination parameter includes at least one of: a cellular network state, which is a network state pertaining to the cellular RAN; a wireless LAN network state, which is a network state pertaining to the wireless LAN; a cellular wireless link state, which is the wireless link state between the cellular RAN and the user terminal; and a wireless LAN wireless link state, which is the wireless link state between the wireless LAN and the user terminal.
