Abstract:

[Problem] To enable radio communication already being performed to be continued in a secondary system. [Solution] Provided is a communication controller provided with: a recognition unit for recognizing a handover of a radio communication device, the handover enabling, in a secondary system secondarily utilizing a frequency channel for a primary system, the radio communication device to perform radio communication on the frequency channel; and a control unit for controlling the handover of the radio communication device.
