A communication device (21) is configured to be capable of communicating a message that includes target information. The communication device (21) comprises: a grouping unit (31) that determines whether to group a plurality of targets perceived using a sensor; a message generating unit (32) that generates a message on the basis of the grouping, the message containing consolidated information obtained by consolidating the plurality of targets into a target group; and a message transmitting unit (33) that transmits the message containing the consolidated information.
