Disclosed is a technique that enables the transmission of user plane traffic from a device of which the transmission of the user plane traffic, which is high priority and high bandwidth, is necessary, even if there is a maximum to group bandwidth in group-based communication. According to this technique, when an MTC device that is attempting to transmit user plane traffic that is high priority and high bandwidth makes a service request of a network node (P-GW213a), in cases where the maximum value of the group bandwidth would be exceeded, the use of a bearer of a minimum bandwidth is permitted. The MTC device makes a traffic transmission request of an MTC server (214a) via this bearer. The MTC server suspends the traffic of an appropriate other MTC device, and secures a bandwidth for the MTC device having the high-priority and high-bandwidth user plane traffic.
