The objective of the present invention is to provide a communication device and a communication restricting program with which transmission of unauthorized messages to a network, by implanting of unauthorized programs, can be suppressed. An ECU 1 is provided with: a CAN controller 15 having a register group 16 which stores values relating to communication with other ECUs 1; and a processing unit 10 which performs communication processing by writing and reading values to and from the register group 16. The ECU 1 switches between a full-control mode in which it is possible to write and read to and from the register group 16 in the CAN controller 15, and a restricted mode in which writing and reading to and from a portion of the registers in the register group 16 are restricted. The ECU 1 is set to the full-control mode for a prescribed period after startup, and switches from the full-control mode to the restricted mode after the prescribed period has elapsed. After switching to the restricted mode, the ECU 1 does not switch to the full-control mode.
