Abstract:
[Problem] To enable suitable control of a communication band without increasing the network load. [Solution] Provided is a band control unit that controls a communication band that is used for transmission of application data on the basis of a congestion control algorithm. If there is a change in the communication destination, the band control unit acquires an initial value of the communication band for the connection destination on the basis of an initial value table, and starts controlling the communication band using the initial value.
