The present invention addresses the problem of efficiently controlling the occurrence of packet congestion in an ad hoc wireless network. In order to solve the problem, a gateway device (200) is provided with a packet receiving unit (204) for receiving a packet transmitted via an ad hoc wireless communication network from a node device that is a packet transmitting source. Further, the gateway device (200) is provided with a congestion detecting unit (210) for detecting congestion on a communication path via which a packet will reach the packet receiving unit (204) on the basis of the packets received by the packet receiving unit (204). Further, the gateway device (200) is provided with a congestion control message generating unit (212) for generating a congestion control message which instructs the execution of an action for avoiding congestion on the communication path when the congestion detecting unit (210) detects the occurrence of congestion on the communication path. Also, the gateway device (200) is provided with a message transmitting unit (216) for broadcasting the congestion control message generated by the congestion control message generating unit (212).
