Provided are a communication device, a communication system and a program capable of reducing the time until the startup of data transmission. A communication device (2) comprises a first communication unit (211) and a second communication unit (212). The first communication unit (211) communicates wirelessly with a counterpart device (1) through a first communication method. The second communication unit (212) communicates wirelessly with the counterpart device (1) through a second communication method having a faster transmission speed than that of the first communication method. In a power saving mode of the second communication unit (212), the power consumption per unit time is less compared to data transmission performed between the second communication unit (212) and the counterpart device (1), and a link (32) is established between the second communication unit (212) and the counterpart device (1). With respect to the communication device (2), when the first communication unit (211) receives a communication request signal from the counterpart device (1) while the second communication unit (212) is operating in power saving mode, data is transmitted between the second communication unit (212) and the counterpart device (1).
