The present invention relates to a communication device and a communication system for enabling communication in a liquid to be performed well. The present art includes: a first antenna which is connected to a communication network in a liquid; and a first signal processing unit which processes a signal received by the first antenna and/or a signal transmitted by the first antenna, in which the first antenna is a circularly polarized antenna. The present invention further includes: a second antenna which is connected to a communication network in a gas; and a second signal processing unit which processes a signal received by the second antenna and/or a signal transmitted by the second antenna. The present invention can be applied to, for example, a communication device installed in the sea.
