Abstract:
Provided in the present application are a communication method and apparatus, and a device and a storage medium. The method comprises: a terminal device receiving a radio resource control (RRC) establishment message from a network device, wherein the RRC establishment message comprises a first parameter and first information, the first information is used for configuring a grant-free uplink resource, and the first parameter is used for determining an effective duration of the grant-free uplink resource; and the terminal device sending an RRC establishment completion message to the network device over the grant-free uplink resource within the effective duration. Therefore, grant-free transmission at an initial access stage is realized, the signaling overheads are reduced, and an initial access delay is reduced.
