Abstract:
Embodiments of the present application provide a communication method, apparatus and device, a storage medium, a chip, a product, and a program. The method comprises: a terminal device determines a target cell or first information, wherein the first information is used for indicating the target cell; and the terminal device accesses the target cell via a random access procedure, or the terminal device triggers a connection reestablishment procedure, or the terminal device determines a first candidate cell, and executes a handover to the first candidate cell.
