Provided in the present application are a communication method and apparatus. The communication method comprises: determining a first format, wherein the first format comprises a logical channel identifier which corresponds to a length value of a media access control (MAC) service data unit, and the first format is a header format of the MAC service data unit; and sending the MAC service data unit according to the first format. By means of the communication method and apparatus in the embodiments of the present application, a header overhead corresponding to a data packet when being transmitted in a MAC layer is reduced by means of a newly defined MAC subheader format, thereby reducing an air interface overhead, shortening processing latency, and meeting the communication requirements of short latency and high reliability.
