Abstract:
The present application relates to the technical field of communications, and discloses a communication method and apparatus. The method comprises: after determining that an uplink data packet of a first service is congested, an access network device sends first information to a first core network element, the first information being used for requesting to adjust the sending rate of the uplink data packet of the first service; and then the first core network element triggers an application server to instruct a terminal device to adjust the sending rate. In this way, the terminal device can be instructed relatively quickly to adjust the sending rate of the uplink data packet, thereby facilitating alleviating the congestion in time.
