The present application provides a communication method and a communication apparatus. In the method, a target session management function may, according to an identifier of a communication network to which a source session management function belongs and/or address information of the source session management function, distinguish between communication within the communication network (that is, a communication network where a user device is located is not changed) and communication between communication networks (that is, the communication network where the user device is located is changed), thereby ensuring normal communication between the target session management function and the source session management function.
