Abstract:
Disclosed in the present application are a communication method and a device. In a case where a network device detects that a message 3 fails to be transmitted, the network device sends to a terminal device configuration information of a plurality of uplink resources for indicating the message 3 to be re-transmitted, so that the terminal device selects one or more uplink resources from the plurality of uplink resources to re-transmit at least one message 3. Therefore, the possibility that other terminal devices use the same uplink resources to re-transmit the message 3 is reduced, which lowers the probability of a conflict and decreases a time delay for random access.
