A communication method for controlling the data transmission and retransmission of mobile station at the base station which includes the following steps: the base station determines the transmission operation that should be executed by the mobile station at the next transmission time slot according to HARQ and the scheduling result; the base station transmits ACK/NACK, the indicator indicating the transmission type of the mobile station and the resource using command indicating the used resource in the downlink according to the determined transmission operation; the mobile station receives the ACK/NACK packet, the indicator and the resource using command; then executes the corresponding transmission operation according to the received ACK/NACK packet, the indicator and the resource using command, while does not use the signaling related to the data in the uplink.
