[Problem] To provide a communication system, a base station device and a dynamic radio resource control method with which it is possible to ensure high reliability for important communications, rapidly and flexibly. [Solution] A communication system (100) according to the present invention is provided with a first base station (1_1) operating a first cell (10_1), and a second base station (1_2) operating a second cell (10_2). Further, the first base station (1_1) includes a radio resource enhancement control unit (11) which, in cooperation with the second base station (1_2), carries out control to enhance radio resources capable of being allocated to a specific region or a specific mobile station group, in relation to important communications, resulting from events relating to important communications.
