Abstract:
The purpose of the present invention is to improve handover success rates. Provided is a communication system, comprising a base station and a mobility management device. The mobility management device comprises a first receiving means which receives information of the velocity of a mobile terminal based on measurement information which is obtained by a Minimization of Driving Test (MDT), and a first transmission means which transmits a message which contains the velocity information to the base station. The base station comprises a second receiving means which receives the message which contains the velocity information, and a control means which carries out a handover control on the basis of the received velocity information.
