A communication device 710 which is provided in a virtualized environment, in which communications within a subject virtualized environment are performed using capsulated packets by means of an overlay scheme, serves as an external connecting point for communications performed by the subject virtualized environment, and is provided with a transfer control unit 713 which handles communication terminal queries and performs packet transfers between said communication device 710 and a linked external communication device, which is a communication device 710 provided in another virtualized environment set as a link target, using packets to which are attached a virtual network identifier used within the subject virtualized environment. In addition, upon receipt of a packet from the linked external communication device, the transfer control unit 713 processes said packet in accordance with transfer rules notified from a communication control device 700 in the subject virtualized environment, being communication transfer rules specified on the basis of the virtual network identifier and communication destination information, which are attached to said packet.
