The objective of the invention is to provide a communication terminal, a communication control apparatus, a system and a method that can limit the communication of another device that uses a tethering function, which is provided by the communication terminal, to connect to a network for the communication. A communication terminal, which provides a tethering function, performs, in accordance with a control policy stored in a storage unit in advance, a control as to whether to permit the communication of another device connecting to the communication terminal for the communication and using the tethering function, which is provided by the communication terminal, to connect to a network for the communication, said control being performed on the basis of at least one of the attribute information of the other device, a communication destination of the other device and the type information of a network interface to which the communication terminal connects.
